April fowls artifact Ring of the Fowl Weather

I’ve used this artifact a few times and It doesn’t suck enemies in vortex they can walk out like nothing happened and the damage is so small it’s not worth it. Is there a bug with it? Feel like it should do what the legendary carpet should does.
