Can't set a Goal for Stronghold

We are trying to set the next goal for our stronghold and can't seem to get it to take. The barracks level 2 is our next goal, but when we try to set the goal it does nothing. We can set everything else as a goal, but this. Anyone have this happen to them?

We have new players coming in and we'd like to keep them looking to the actual current goal rather than the incorrect one.

Would love to hear if anyone else is experiencing the issue to narrow it down to an account issue or a stronghold one.

We are still having this problem except now it is Barracks Level 3. I can set a lot of goals, but not the Barracks one.
