(PC) Tyranny of Dragons Progress Blocked - Can't Contribute to Hoard, can't get Linu's Favor

I can only contribute a few coffers each week to Tiamat's Hoard and can't contribute coins despite having Elminster's quest active in my journal. Quest message says, Elminster does not need any more contributions from me.
Rewards for the Hoard quest counter stays the same despite my (limited) contributions. It's like this for weeks. My progress on the quest is blocked.

Still cannot contribute to the hoard. Only the 15 from Elimster’s weekly. It takes 1500 to get the favors and at 15 per week it will take 100 weeks, You need 10 favors for the last boon so it will take almost 20 years!!!!!!!!
