Raener Salvation quest never starts

I did the caimpaign task, but the quest by the same name never became available. Usually, a mail comes from Omin telling me to go check with him, but no such thing happened here, and without doing the quest I cannot complete the campaign.

That is likely the quest where the starting point is in the river district , close to where the treasure ship docks . You see the NPC next to a small ship and this then takes you to the next part of the quest

That is nobleman rescue... the Raener Salvation quest doesn't count as completed, so I can't finish the caimpagn.

The Raener Salvation is the yellow quest which unlocks the blue weekly (Nobleman Rescue). It does not unlock campaign task of that name though.
