Arbiter - Perfect Balance wouldn't reset

It happened to me just once, first time today, but if it happend, it can happen again.
My Perfect Balance stacks went to 5 of each, would stay at 5 and would not reset.
if this can help:
happened on WE, as I was entering last room, I switched searing javeling into daunting light (already had few stacks 3 and 4 i think).
cast 1 encounter, got my divinity refresh, cast 2 more, and noticed it is at 5 of each
