Question on Bilethorn

Pretty basic question: is the Bilethorn Weapon enchantment meant to be able to crit? I ask because i am getting mixed results on the training dummy at the SH. To start with ill clarify that i do not mean the % dmg bonus that every weapon enchant has, I mean the 40 mag hit that comes 4 seconds after the originating hit. For the most part as a Barbarian I was testing with Sure Strike and various different encounter powers. For SS through hundreds of rounds I have never had a crit for bilethorn 40mag hit. However with say Roar, i can indeed crit, and the rate is the standard 50% at capped stats. Ill continue to test other encounters and at-wills (Crescendo daily doesn't proc bilethorn at all) but what is WAI? is Bilethorn supposed to proc crits normally or not at all? just need some clarity.
