Azure Enchantment Rank 8 - diffrent exp bonus , Healers don't heal

Azure Enchantment Rank 8 shows diffrerent exp bonus od different characters and his levels:
ZadrazaElf, ranger, lvl 80 - 27% exp bonus:

Ayrendall, Cleric, lvl 39 - 25% exp bonus:

Torn Wall, Paladin, lvl 52 - 24% exp bonus:

Why the same Azure stone give diffrent exp bonus?


And second problem:
Why since last patch healers don't heal in skirmish, dungeons, where are party not alone fight?

My healer tried fight didn't heal me.
The same situation is on other characters and healers:
