[PC] - 7 of 18 characters unable to get Protector's Jubilee quests from Elminster

7 of my 18 characters are unable to get quests for Protector's Jubilee from Elminster. This text appears at the top of his dialog: "I think you've had all the peril you need for today. Is there something else I can help you with?" Thing is this started on day 1 and none of these seven have any outstanding Jubilee quests. The one character that did have an outstanding quest was able to get quests from him and complete the outstanding one. Anyone else having this problem and/or any ideas?
