Loadout fails to change

Hello, I have a DC that has 3 loadouts. I am able to change between 2 of them but not the 3rd. I put in a ticket, they suggested to remove the mount insignias. And apply to all loadouts. I did this and logged off my character nand then the game. Restarted and tried to change the loadouts. Nothing changed I was able to switch between 2 but not the 3rd. Any ideas?

    I have 2 loadouts. I am a PC player
    I can not change from my DC to my AC.

    I am not in a Queue nor a dungeon.
    I do not have an enounter cooldown, nor do I have an item cool down
    I am in PE and I am at the prayer area or the campfire.
    Same as in my Stronghold...

    I was able to fix mine by copying all my equipment to all loadouts. What I believe is happening is that you probably got rid of something your character was wearing on your other loadout and that is keeping you from changing to that loadout. I believe that is what was happening to me.

    I think its the bonding stone. If u have different set of bonding stone in different loadout its gonna jam.
