Hit Point Boons still having issues

On my Pally tank boons are giving me the hit points but not the 40% extra hit points tanks are supposed to get.

Actually they have never worked consistently, old feats that gave extra % sometimes worked on things and sometimes didn’t.

So it’s not unreasonable to think the Tank 40% would work.
