Swordman's Perk and Sniper's Perk bonuses bug?

The Swordman's Perk/Sniper's Perk bonuses do not stack beyond 2 and have bugged interactions when equipping 3 and then removing 1. It will knock you down to 1 stack while still wearing 2 pieces that give the bonus.

The Swordman's Perk from Heels of Fury, Fured Kiuno, Ebonized Ward and Assualt rings, and the Silver-Gilt ring.

The Sniper's Perk from Hags Rags, Eyestalk Wrappers, Ebonized Restoration ring, and the Silver-Gilt ring.

These bonuses should stack to x4 unless bugged or are we prevented to stack bonus types?

Either way confirmation would be appreciated.

@nitocris83 can you confirm this? it doesn't say much on the tooltip and its not easy to test either as these pieces have other stats that will interfere with numbers, but the max stacks are 2, only confirmation we need is whether this is intended or a tooltip bug. cheers
