Reroll Offhand Artifact modification not working.

So I have 8 cubes of augmentation and none of the stats modifications unlocked besides Recharge speed and health, but for some reason I am unable to reroll the stat of the offhand anymore.

I used to have the health stat and rerolled, trying to get another stat unlocked, but for some reason it will not allow me to reroll anymore. I have restarted the game and force verified but nothing.

Also, I am unable to see all the stats on the offhand modification menu.

Wondered if anyone else had this issue.
