Spy Guild Gear not transmutable

To be blunt, some of the new gear doesn't look that good. In a bid to be "unique", the new designs look a bit ridiculous.
When attempting to transmute some of these items, I'm finding that you just can't ( other than applying dyes ). One example is the "Hood of the Spy Guild".

I'm guessing it's because they've made so much new gear that applies to 3 classes, rather than single class specific gear. Regardless, we should still be able to change the look.

You can transmute them but only with items with exactly the same class requirements, or no class requirement at all.
