Level 5 Slot second encounter power

When leveling up a new character, I noticed that at level 5 you still get a tool tip advising you to slot a second encounter power. Under the new power progression, you do not get a second encounter power until level 6. At least this is true for Paladin. I presume this is true for all classes. Not exactly game breaking, but I thought I would mention it.
