SW Proc of Tarokka Deck set bonus

Proccing the tarokka/vistani set bonus debuff used to work perfectly fine until some fixes were made to make other classes proc it. Now this happens:

Initial cast of Pillar of Power does proc the debuff, but if you use PoP again before the previous ends it does not count as an initial cast and doesn't proc the set again. This way the bonus will not be activated more unless warlock does as follows: To re-activate the set bonus you have to let current pillar end, wait a sec and then proc it over.

It would be very nice to make it so initial cast of PoP always procs the bonus regardless if there is a current pillar active on target. I understand there probably are issues with higher priority than this, but I hope it can be addressed ☕

I don't use this set, but it should be fixed. My warlock has a high enough recovery rate that I can have two Pillars up at the same time, and he's getting close to being able to put a third one up just before the first one ends.
