HR crafting off-hands can't be transmuted

As the title said, I saw that all crafting HR off-hand re marked as Blade, Weapon, Off-hand, and the other HR offhands like the artifact weapons sets, drops..., are marked as Blade, Weapon only, doing that the HR crafting off-hands no transmuteable
