Hag's Rags buff double stacking

Hag's Rags buff can strangely double itself. I've noticed this a few times standing idle in the Stronghold map.
The doubled buff goes away on moving instances. It does give another 3% dmg as if you are wearing Eyestalk Wrappers (tested with Wooden Pact Blade and Hand of Blight. 1 stack crit = 1016. 2 stacks crit = 1046)
I haven't been able to pinpoint exactly what causes it. I've mainly been standing in SH since my mouse was damaged.

A unique buff on two different gear should not stack at all.
Community litterally asked for another bug !
