Were lure drop rates on preview always high, or will Mod 15 raise chances on Live server as well?

I did some two star hunts on the preview server today and I got the three star hunt currency on every single kill. Have lure drops always been higher on preview for testing purposes, or is this a change, now that salvage rAD is off the table, coming to the Live server as well?

"That said, we've also taken a look at the Chult/Omu hunt drop rates for M15 and made some improvements. A trophy should always be rewarded now and some of the other drop rates have been bumped up. Overall it should be a bit less painful to grind that content now."

Ah, yes, thank you. I'll probably save most Omu lures then and forego the salvage to restore the Chain of Scales come Mod 15.
