It's very hard for the devs to design end game reward acquisition. With some players willing to spend every waking hour of their day grinding, if the drop rate is a bit high, then they will be done in a few days, possibly even hours. So devs make the drop rate super low. Now the more casual players don't stand a chance of getting even one.
If they guaranteed one drop a week, then people would be done in six weeks doing only one run a week. Not what the devs what also. I'm not even bothering with this. It's like underdark +5 rings again. Super low drop rate = high probability of not getting it ever. Or go insane grinding and also have somewhat high probability of not getting it for a long time.
