Masterwork III neck/waist set bug- not adding any +movement stat

Masterwork III set tooltip states "When you use an encounter power you gain a stack of Alacrity adding 500 recovery and 1000 movement. Stacks up to 3 times". Confirmed recovery gain as stated when using encounter power(s)- confirmed NO movement gain when using any encounter power. Verified w/ other player that had similar issue with this set- unsure if MW II set had this issue?

    hi i wondering if set masterwork III neck and waist give bonus any combination of those Neck and Waist why description say need lich amuletand any other waist masterwork III bug description ?
