Missing achievement bug

I am still having issues with the paingiver/executioner achievements. the guys from support tossed me back here.

My main toon is not getting credit towards paingiver III or executioner III achievements, even when that toon is the paingiver or executioner.

I have no issues with my alts...

any suggestions?
