Guild building discount

Is it just me or did the alliance guild building discount just get nerfed? I'm pretty sure before the patch my guild's discount was closer to 12%, now it's more like 4% while this might not be a big deal to those that are already a rank 20 guild it is going to majorly hurt lower guilds.
