I observed it with various types of monsters but the bigger ones (like Balors and Giants) seems to bug more often. That counts also for bosses like Drufi in the Dungeon Fangbreaker Island.
The Monsters goes in an animation loop for the kicking animation but instead playing the animation it loops them multiple time in itself constantly restarting the animation. It then looks like the monster has a seizure or spasm. I tried to observe which kind of skill triggers that behavior but it is currently unknown for me if it is a certain set of skill combinations or a specific pet like the Manticore which can break control immunity on bigger monsters.
I observed the bug while playing my Oathbound Paladin.
Normally it is kinda funny to see them spasm but the problem is this animation bug cancels out the attack animations which announce certain attacks. For example Drufi then doesn't display to put down her sword if she summons the icicles but the attack is still activated like normal making it hard to see which attack follows.
Also it seems that after the monsters breaks out of the animation bug it has problems to target the enemie properly or attack properly. Its is then really eratic like it doesn't know where it is suppose to stand.
Edit: I asked in my guild and it seems that one of the river district weapons causing these issues as soon as the Aboleth DOT is applied. But I couldn't test it.
