Why was the Frost weapon enchantment changed so much?

Before mod 10.5, the uptime was 100% with my paladin and nearly 100% with my GF because the debuff would reapply after each encounter although it only lasted 4 seconds.

After mod 10.5, a 10 second debuff applies after an at-will or encounter, but i need to wait another 10 seconds to reapply.

Also, the 35 percent debuff to recovery and deflect is far more useful in pvp to counter specific builds and penetrate deflection.

To me, the frost enchantment received a severe nerf and lost a lot of its utility. The scaling to it's weapon damage is negligible.

    Frost got buffed in PvE, in terms of raw debuff numbers.

    The debuff went up from a 5.25% uncapped debuff to a 7.5% uncapped debuff. In addition, it also got the ability to slightly debuff enemy damage.

    The increase in uptime from 4-10 seconds is welcome for people who suck at increasing the uptime (hi, that's me).

    If you feel that Frost is useless, feel welcome to toss Frost in the trash. But many support players have held onto their Pure/Trans Frosts.
