PVP and paingiver drive wallets. This can not change. The competition to be ever so slightly better (first guild to gh 20, top of pain giver, owning people in pvp, whatever) is what drives people to spend.
What would be the use of upgrading if they said here's X class with X abilities, use them and win. No enchants, no tenacity, no boons, just the class as is. There has to be something that makes players need to improve. In pve it's paingiver. In pvp it's the other guy. And I dont care if you dont care about paingiver, the point is that there are thousands that do. You weren't going to spend anyway so why would they worry about you? If you're content with teamwork and free content then act like it and just play the game.
Call 'em no skill wallet warriors but they keep the lights on. There are ways to do it for free if you choose anyway.
Probably for enchants... fey blessing, dragon horde, & quartermaster. Plus silvers or cruels.
The Helm, Arms and Boots have Utility enchant slots. These are "nice to have" but not really important for PvP ...
Movement isn't important for PVP? lol K.
Yes it is ... but it's really kind of the last of your worries when you are just getting started into PvP and worrying about trying to afford enchants for a set of PvP gear. And lets face it ... to actually get any real movement boost out of those utility slots you need some pretty serious enchants - 3 rank 7 darks isn't going to make a difference.

You know... There are two schools of thought about this. 1) Pay for Power 2) Pay for Cosmetics
If you looked at other cash shop games, the ones that are successful long term, they almost always fall on #2.
Look at a game like Path of Exile, that has over 90 full time staff that offers ZERO "pay for power" and 100% cosmetic or appearance or convenience based items for purchase.
Neverwinter could easily go that way, and still make its money.
Whats REALLY funny though is historically PVP has driven the largest % of revenue (PVP players that is) to this game. Yet they REFUSE to invest dollars into PVP.
I recently spent some glory on my main so I decided to start PVPing again to regain it. In about 20 games I had one fun match. A single match with even teams, interesting fights and node rotating. Тhe rest was all imbalance and/or exchange of blows between immortal toons.. kinda boring
