Black Ice Treads not granting movement bonus or item level increase

Obtained a set of the Black Ice Treads and used them on my OP.
Tooltip says "Equip: Speed increased by 10% when charged with Black Ice".
Fully charged them with Black Ice.
Without boots my movement is listed as 1,640; with boots my movement is listed as 1,640...hmmmm
Timed running over a set distance - I am actually slower with the boots than without.
Get the really annoying sound effects and sliding part but don't seem to get the speed increase.

In addition, started off using Dusk Restoration Poleyns - item level 135 with rank 7 enchant and had a total item level of 2721
With the Black Ice Treads, item level 150, replacing them with the same enchant my item level is 2725.
Should be an increase in total item level increase of 15 instead of 4. Or is that some of that "professions math"?

The tooltip says it should add 10,554 hitpoints but I am seeing it add 11,597 (that might be some synergy with boons or something not readily apparent)

Maybe I am doing something wrong but they do seem to be bugged. Anyone else see something similar?

This appears to be a typical POORLY designed tool tip issue - the movement bonus is only activated (with a slight delay) once in combat and not during normal play.

I can say that on my OP they activated just fine outside of combat. That said the constant sliding is useless. You still slide even when it's out of charge.
