Dragon Hoard no longer Proc

While using my Paladin (protection) I changed/upgraded his armour enchantment from lesser negation to a negation enchantment, He has 5 rank 9 Dragon Hoard enchantments in head, arm, boots, neck and belt, which no longer find any form of refining stones.
I did remove and then replace all the DH enchantments and for a short while a few items dropped. not sure what caused them to stop dropping again, I had played several SH HEs, run two non epic dungeons and a skirmish as well as changing my drowned artifact weapons to twisted, before it became obvious that the DH enchantments were no longer Proc'ing.
I did remove and replace the DH stones again, but this time without a good result.

Cryptic has only acknowledged that the cooldown exists, but never given any numbers on it.
That is why I'll never bother getting any of my DH's over R9, Fey Blessing is uncapped though, for now...
