Controlling reagent choice when refining

When refining a piece of gear it needs various marks as the reagents. (stating the obvious.... 
)
Although I make sure I have the BTC variants in my inventory it seems to want to use BTA or not bound at all variants, even if they are in my bank.
Is this a deliberate thing or is it just random? Still fairly new so I've hardly done any refining so far.
I'd much rather it used the BTC by default as those I can't shift over to another character.
Am I going to have effectlvely mule any BTA or not bound variants while refining? Seems the safe thing but hoping it wasn't necessary as its a lot of faffing about and easily forgotten.
