I completed the quests, and have all the reagents to do the rest of the water part of the campaign, but when I click on the campaign to do it, and click yes, it just acts like I pressed back. Any suggestions? It says I have everything I need also.

I did everything for the epic artifact equiptment quests but the seed of air quest ...every time i go to quest it sends me to protectors enclave and then back to spinward rise....got the seed then planted the seed at pe but nothing...back and forth....am i missing something or is it buged...in need of help

I'm a little confused here. Are you talking about the Elemental Fire artifacts? The mainhand is the final campaign task reward (complete the task "Defeat Aerisi Kalinoth") and the offhand is obtained from a quest obtained at level 70 through Knox and completed at Lord Neverember.

If you're talking about the ones in which you have to collect the motes, that's a different quest altogether. Nevertheless, the quest which involves planting the seed of air DOES NOT yield the artifact gear.
