Protect the merchant heroic encounters

Are they broken? The merchants never move.

I've also encountered this problem but it's not all the time it only happened a few times for me

This happened to me in drowned shore. And in Reclaimation Rock they never spawn the last wave of demons so it fails every time when timer runs out.
