low fps with not full load of GPU

Spec. of pc:CPU 6700k, GPU gtx 660, etc: ssd, 16gb ram(2x8). So i haven't got 60 fps while pc have resoures to use. I attached screens(34=40 fps with inerface, ~50 without), max use of gpu was 90%(this is'not 100!), so it looks like that if i even buy sli of gtx1080 it will not work in 60 fps, just load will be less, not more fps. Can I do something with it?

Are you running in a window or full screen - have you tried the other one?
What settings have you done for the video display (in-game)?
Have you made any changes to nVidia settings outside the game (global or game specific)?
Have you downloaded the latest driver?

ofc i have latest driver, fullscreen, tried directx 9-11, setting - all max, no difference between full and windowed.
