Graphics issue - neverwinter (Snow)

I've been having a problem with SNOW or Disappearing ground ( I can see roots on trees ect.) I've adjusted my settings on my card and game graphic options to 100 from 200. Turned shaders down turned everything down and still have issues. This has happened since MOD 9 and many other people are having the same issue and same timing. Im wondering at this point if its not on my end but on game server side.
Particle up or down make no difference. It seems to happen more with large groups nearby. My system is 10 Gig DDR 3 ram A10 - 5700 proc. AMD Radeon 7660D Windows 10. (all other games run fine on high or med settings.) Any suggestions?
