Artifacts are by far the quickest upgrade. As far as weapons, waist, or neck, I'd say it depends on your class/build/current stats. Getting weapons to at least blue (rare) is beneficial, as it unlocks new powers.

Weapons, artifacts, or other equipment or enchantments?
It depends on your goal and how certain you are of your build.
If you are still deciding, or thinking about changing, do enchants first. They can be removed and still sold or moved to another character, so no lost expenses.
If you are looking for best boost and know your build, artifacts are the way to go.
Weapons and other equipment are more more likely to be impacted by changes and be replaced by items from a new mod, so should be a lower priority due to potential lost investments with the exception of the Artifact set if you have acquired the complete set you intend to keep.
I usually ignore my own advice and do a balanced upgrade and decide in advance of each 2X RP how many, if any, enchants, weapons/equipment and artifacts to do based on the RP that I have acquired. I don't buy any refining mats except feeder artifacts. This one I plan to do only enchantments.
I am a hr trapper l like the build have the lol set all epic except the neck and it should be epic tomorrow. I Don't have the other artifacts I want right now but should get them soon too. The rest of my gear is epic. The enchantments are 7 to 8. Thank y'all for your replies and input I appreciate.
If it was me, I'd probably work on a weapon/armor enchantment. Standard enchantments (azure, dark, radiant, ect..) are only going to get cheaper over time, but it seems like armor and weapon enchantments are just increasing in price.
2 months or so ago I got a perfect thunderhead armor enchantment for 150k AD. Today when I looked that same enchantment was over 1 million AD.
Kind of frustrating when you're trying to upgrade an alt's greater to perfect, because th AD required makes it unreasonable since I rarely play that toon.

Earlier today cheapest greater plaguefire, (which I need for an alt) was over a million AD. The coal ward point is a good one that I hadn't thought of. Back when plaguefire was at it's height cost-wise, a rank 7 radiant/dark/whatever enchantment was in the 100k range as well.
Ouch, yeah x 2 RP also pumps prices. I picked up another standard PF for 100k the other day. It's cheaper to make a greater from 2 standards, including buying the c-ward, than it is to buy from the AH atm xD

Reaper, if you're sure on your artifacts than at least get them all to epic. During 2xRp its only 9 or 10 rank 8 runestones. Or if you can afford feeder artifacts than go to legendary with mythic being your real goal obviously. Its not that much to do it really if done right. There are plenty of threads on it. For enchantments be sure to have some fey blessings. They do more than some give them credit for. Personally i run 3 utility slots fey annd 2 slots hoards (15% /10%) but i have my legendary equipment. But i would recommend 3 hoard, 2 fey of what you can afford at least till your equipment gets ranked up. Also, be sure and do sharander on 1 or 2 toons. Each charcter will get you about 80 lesser thuamaturgics per week if you do it all. Thats 400k rp towards enchantments per toon. Plus your fey rank 5 stacks and next 2x rp you'll have rank 9 and 10 enchantments in no time. The hoards dont work like they did in mod 5 but there better than buying refinement, so be sure and invest in them early. Personally i didnt buy a single ruby and got all legendary through my hoards a long time ago. So really you can be working on all of the rp at once. Now its a matter of how many greater marks you can afford.
