The current system for enchantments is very out of date and really needs a bit of a refresh.
If we look at end game in mod 9, one thing is perfectly clear: the absolute baseline for an enchantment is rank 7. Anything below is, to all intents and purposes, useless to players. These enchantments are useful for bots.
Yet we see rank 5s being awarded all over the place in end game content. This may have been fine at launch, but it is ridiculous now. Given we would need literally thousands of r5s to refine up a single enchantment -- excluding all the wards, marks, and all the losses from RNG -- nothing at end game should be giving r5s as a reward any more. Keep that for pre-70 content where it belongs.
End game in Neverwinter largely consists of epic dungeons, Tiamat, and the Underdark skirmishes. Reflect that in rewards. For example
* All epic dungeons should only drop rank 7 enchantments from mobs. These are the baseline enchants at end game, so reflect that in the drops. Again: anything below 7 should be excluded in end game content.
* T1 epic dungeons should have a reasonable chance for a rank 8 enchantment in the chest.
* T2 epic dungeons should have a reasonable chance for a rank 9 enchantment in the chest.
* A win at Tiamat should have a reasonable chance of a rank 9 enchantment, and a lower chance of a rank 10.
By rewarding players properly for playing end game content, we'd all be less reliant on the stacks of peridots, r5s and so on that the bots provide in AH. Having to buy thousands upon thousands of enchantments on AH for refinement is not fun. As things stand the RP grind is just not feasible for newer players, and people reaching level 70 are being rewarded as if they were level 60.
Allow all players to want to do the content to get their enchantments in place instead of drip feeding them AD that ends up going to bots.

Final chest in T3s (assuming they ever exist and are say 2.8k) has a chance at R9
Final chest in T4s (assuming they ever exist and are 3.5k) has a chance at R10
This does provide some clear loot progression, for clearing harder content.
Also bear in mind that boons (Stronghold and normal) are offering far more significant bonuses than enchantments, so people having r10s at level cap should be relatively easy, not some endless grind.
With R7s as the standard end game minimum, these could be used for refinement instead, reducing grind significantly, and removing this reliance on an obsolete and botted enchantment in today's game.
