Ring of sieging takes a second longer to activate than it claims

I have a Ring of Sieging +4 on one of my toons. It claims that after 2 seconds of moving I will get a 30% DR buff. However, the buff does not appear until 3 full seconds of moving have passed.

The ring of Ambush +2 takes 2 seconds longer than it should.

I'm not sure if it's wrong just at rank4, but it looks like it does that same as a +1 ring.

Perhaps it happened when they retro upgraded them to two slots.
