Players can't get dungeon keys until well after they can access a dungeon

Now that dungeons are available as early as level 12, the quest that unlocks daily dungeons chest keys and the ability to purchase more keys needs to be lowered to level 12. As-is low level characters go through several levels where they can have access to a dungeon, can see the chest at the end that requires a key, but have no way to get that key or have any way to know how to get one.

EDIT: That, or can someone point out what all of the pre-requisites are, as I've some low level toons that can't get any keys, but they skipped a lot of intro quests. I can't seem to find any pre-requisites listed anywhere.

I can now confirm that the quest that unlocks the free daily key and lets you buy more keys for AD happens at level 19 and no earlier. Before mod 9 the earliest players could access a dungeon was level 19. Now that Cloak Tower unlocks at level 12, this key quest requirement should be dropped to level 12 as well.
