Oathbound Paladin - Kite Shield of Elemental Fire - Tooltip Bug

1. Oathbound Paladin lvl 70
2. Kite Shield of Elemental Fire
3. Equipped: Kite Shield of Elemental Fire tool tip no longer displays item as being an artifact and no longer displays "Refine" option.
4. Unequipped: Kite Shield of Elemental Fire tool tip no longer displays item as being an artifact and no longer displays "Refine" option.
5. Re-equipped: Kite Shield of Elemental Fire tool tip no longer displays item as being an artifact and no longer displays "Refine" option.
6. Client restarted and file verification forced. Same results in each case.

8. Shield has been transmuted with the tiefling shield transmute available from winter festival vendor.

I have this issue as well on my paladin. I had a look through the collections menu, and all the paladin "elemental" artifact shields are missing the artifact and rank tooltips. The stronghold shield is the only one not bugged by the looks of things.
