It's been explained here on the forums, and there is an NPC in the game that explains this.
The Double refinement perk counts when:
* The item that is getting the refinement points has the double refinement feature
* The item being destroyed for refinement points is ALSO artifact equipment
* The item being destroyed for refinement points is OVER level 15 (i.e. It's blue)

Quick question... Does the double RP only work with Artefact Weapons? What about Belts and Necks do they double refine too? I am not online until tomorrow to look

I have an artifact orb that is flagged as always double refinement that I'm going to use as a feeder and it's only a few ranks away from becoming legendary so I plan on finishing those ranks up with refinement stones since it doesen't justify using another piece of artifact gear to get just the last few ranks. Will this flagged artifact gain double refinement from a double refinement event when using refinement stones to level it up or is it exempt from the event bonus when feeding it stones?

@wdj40 double rp only applies to main hand and off hand. Belts and necklaces are only double during the double rp event sadly.

The announcement says "early march" is when the rewards get distributed.
