what would happen if ?

they put critical rate max at lets say 60% cant get more in anyway.?
then power damage bonus max at 100% ?
maybe armor pen cap at 50%
what happens ?

    They would have to totally rebalance all the monsters and every class? Until that happens, everyone will complain and chaos will ensue? :D

    Both examples are in the same environment.
    Environment:
    Monsters have 20.000 HP.

    Example A:
    You allow people to do 10.000 damage / hit.
    This proves to be too op, you take away 4000 damage / hit, resulting in 6000 damage / hit at the end.
    People will complain, you just reduced their damage for which they have worked for.

    Example B:
    You allow people to do 1.000.000 damage / hit.
    This is obviously more than enough to kill monsters with a single hit. You take away 200.000 damage / hit.
    People will complain, you just reduced their damage for which they have worked for.

    Both times, the monsters only have 20.000 HP, it doesn't matter if people are stronger than the environment, they will feel betrayed.

    There is also another solution, similar, but more subtle. Introduce monsters with 40k HP, or more resistance..etc.. . People will not feel cheated, and that how it should work.
    (Not to take away from the owl solution, but in general)

    do you guys really think that its good to let people crit 100% ? ?? really i dont care how people would feel but this game is too easy and they let players get too powerful..
    about monsters i dont think you need to rebalance all just some, if they really have balanced monsters thinking players crit 100% and get power bonus 150% or more
    then make new items with special powers after balancing power crit and armpen
    i care about the game balance not what people feels and how much they have worked etc it doesnt matter this game isnt ours
    its their rules their game.

    and balancing some game isnt about listening players who complain if they cant understand then they cant.
    balance saves games not overkill

    these things are basic balancing measures dont let them crit 100% dont let them ignore all armor dont let them get too much damage boost. its basics when basics are wrong you cant balance anything

    I don't know why you'd assume that we think it's good. Although, before mod 6, there were pretty harsh artificial diminishing returns rules, now it's only the natural part of it present. While 100% crit chance is possible, I don't think achieving it would yield the most dps. There is no problem letting each player be powerful, what makes people insanely strong is the combination of buffs/debuffs from different sources. Why limit players if you can simply make the environment stronger? Instead of taking away, give players (who seek it) a challenge.

    Options instead of limitations.

    makig things more powerful for bis and those who has maximum boosts doesnt bring balance it would be too hard for anyone else and balancing it for them makes this too easy for those who has max boosts

    and making those equipments have special powers and they can drop so we could have rewards but making harder dungeons for bis what it would drop ? more powerful items ?? or what ??

    Companions, mounts, collactibles, artifacts (not necessiarly more powerful), higher chance of dropping legendary rings. Some sellable loot, tokens to buy that stuff if you have really bad RNG. People would do it even for some new fashion, to be the one, who has the fashion set from the hardest dungeon. That's how players work. Back in mod 2, who had the Valindra and the seldarine artifact was the ultimate swag player.
    My story is truly a grand tale! Of course, any story about me is going to be grand simply by virtue of the main character.

    its still not enought to create lets say 5dungeons,leves with epic t1t2 and legendary they need some caps to stop this overkilling cycle,
    People should not be able to solo 5man dungeons,people should not be able to crit 100% or get power boosts to sky and for armpen ignoring all armor its just doesnt work like this.
    they dont have resistances that could bring more balancing measures for all classes all classes could make different elemental damages etc gwf/gf could be full phys while op/hr could be phys/magical phys/poison then equipments could give special attacks special powers special damages anything what gives balance anything that makes pve balance so contents could be harder more need of your own skill. So they should make equipmets,epic/leg anything to farm and ofcors companions,mounts,artifact sets and just like old times epic set items and maybe legendary sets also

    even making 10 dungeons legendary level and giving those legendary rings equipmets companions anything that people wants
    the overkill just goes on and on till they got 5k ilvl making fun of those legendary dungeons with soloing them

    my char HR full archer 2,6k ilvl only about 60-70'% critical chance 43-60%damage boost from power armpen 50% can make all solo pve contents and im so bored that i cant play anymore

    Most PvE solo content is only made for those that are between 2.1 to 2.3 ilevel. So, yes, if you are 2.6 ilevel then you will be outgearing the content. But this they are not going to fix, as there will still be players with even less than 2k ilevel (all level 70 greens that you get from the EE quests) trying to do the campaign zones. There are quite a few players that only use items that they can get through normal game play, that do not even know or care that there is an auction house.
