Forming the Guild quest bug

I have had a Special Quest up for quite a few levels, New Task! Forming the Guild.
I choose the quest and it provides only the option of "Goodbye!" I can't take the quest and its irksome that its stuck there. How can I get rid of it?
I had previous ticket open with the response that to complete the quest i talk to the guld registar. That may be well and good but I cannot even accept the quest. I have spoken with the registar choosing each dialogue option and the quest failed to complete (probably because I can't even accept it). I have no step 1 of speaking to the registar. I don;t think Support understands that this is a gameplay issue. I am unable to accept the quest from the Special list, there is just the prompt that the quest is there. When I try to accept the quest to do it, I just get the option "Goodbye". I cannot accept the quest, thus I cannot do the quest. I know how to do the quest, it is rather simple. It is a gameplay issue since I cannot accept the quest to do it in the first place.

Also, I was able to obtain this on Special Quest on another character. When I select the quest offering on the 2nd toon, the quest offering pops up so that I can accept it. This is not the case on the main character. When I click on the quest listing on my main character, the only option that appears is goodbye...there is no offering pop-up to accept. And now...on my other character, i was able to get the offerring to pop up to accept the quest but when i went to the guild registar the message quest complete came up but the quest is still active in the special quest section.
