a miner setback-hazrah stormhammer

I need some helpp with this quest for somereason i cannot get hazrah stormhammer to give me it. I think i have completed every quest in the zone but for some reason i cannot get him to give me the quest for the campaign. Any help would be appreciated.

    The regular quests in Icespire peak have nothing to do with the Tod campaign. You could have done none of them and still proceed in the campaign.

    You must meet very specific requirements to get the quest and you must be sent to him by another NPC.

    1. You must be level 46 or above.
    2. You must have completed Assist the Order of the Gauntlet three times and it will show completed 3/3 in the campaign window.
    3. Then you need to speak to another NPC near Harper Boward in Protector's Enclave. There are 5 NPC in the general area, including the Harper. Each one is responsible for 1 of the 5 dragon areas. Every time you are ready to move to the next area, you must speak to the proper NPC. I'm pretty sure the one you need to talk to is Fitzhugh Montgomery who will be behind your character as it faces Harper Boward. Later, this NPC (and the other area ones) will also be important when you begin getting a lair with your daily Common Cause.

    The other 2 you will need later are located behind the Harper (for Rothe Valley) and behind the bar (for Whispering Caverns).

    ahh thats it then, the part about completing the order of the gauntlet. I only completed it once so far, i thought i could do both the same time. Thank you very much for the help, i was pulling my hair out tryin to figure it out. Thank you.
