Question About Plague fire and terror

Hey guys I was a old player and I'm coming back to the game, I want to know one thing, what good is the defense debuff from this enchantments if you already have lets say 200% armor penetration, would you still get any increase on damage or would it be a complete waste? And does the same happens with drow passive fire-something?

I remember back in the old days those things still got you some damage increase, I do not even understand how, but it used to do, and I want to know if it is still the case and if it is, if that is working as intended or if it is a bug.

yes, you do, plaguefire gives a 3% damage increase per stack, totaling to 9% and darkfire (I believe thats what it is called) from testing works as well.

humm, one more question, is this the same on pvp? or just on pve?
