Hp buff in -70 pvp

So since the launch of mod 8 when I go pvp I get a 38k hp boost totalling me at 69k hp [on a lvl 43 character!!!]
this was wasnt the case before mod 8.. just the day before the launch I was getting at best 4k hp buff in pvp
I cant seem to find anything about it so I was wondering if this is intended or not?
I sure hope not as everyone in my bracket [40-49] has atleast 40k hp but no changes to the dmg we do making it ridiculously hard to kill anyone..

Probably don't mean squat against the twinkhorde, though.

To be honest It actually made Low level pvp more enjoyable when playing untwinked chars (long as you're not level 19-29-39-49-59 as you dont get the HP scaling at those levels). while kills happen way less it teaches people more about the importance of contesting nodes and people dont rage about instadying to trans vorpal rank 12 twinks as much my GF uses some rank 7's I had spare and a lightning enchant and was pretty relevant even against a "low level premade" i came up against . I'd actually be all for a "smaller" HP boost in these lower level pvp's being made an actual intended thing.
