unusual amounts of hitpoint buff in -70 pvp

So since the launch of mod 8 when I go pvp I get a 38k hp boost totalling me at 69k hp [on a lvl 43 character!!!]
this was wasnt the case before mod 8.. just the day before the launch I was getting at best 4k hp buff in pvp
I cant seem to find anything about it so I was wondering if this is intended or not?
I sure hope not as everyone in my bracket [40-49] has atleast 40k hp but no changes to the dmg we do making it ridiculously hard to kill anyone...
