dusk armor set heal not working correctly

I have a little over 117k hp. so a 2% heal every 3 seconds would hit the 2k cap the armor provides.
and yet it doesnt provide 2k hp

[Combat (Self)] Your Dusk's Embrace gives 1765 Hit Points to you.
[Combat (Self)] Your Health Regen gives 5800 (5090) Hit Points to you.

tested by myself, in chapter3. letting a mob beat on me for a minute. with no companions or augments summoned.

further testing. removed all of my armor, except the hat. and anything that had +hp on it ( down to 68k hp). ( my artis. so i had a hat a coupla rings and my weapon. still 1765 heals.

basic maths for the win?

after taking off all my armor and putting it back on it now heals for 2k correctly....
go figure.

Yeah. this happens 2/2 bonus, have to unequip one piece and re-equip so it can work; it doesnt automatically work when in party.
