Is it bug or intended?

Today i was leveling a new cw(want the sigil)

My main get a free bag In Blacklake District, but my cw didn't get second bag even with the same storyline.

The end chest shown the bag, but not in my inventory after press accept.

Is this a bug or cryptic want me to get some bags in Zen shop?

I understand they need to generate revenue, but at least replace the bag with something else

Could be something to do with the issues right now with dungeon chests not giving the correct rewards or saying inventory full bugs that have been mentioned on the forums.

No, it didnot say "inventory full" or other words

Just finish like other chest, but without bag.

If this is a bug, can i get the bag back later or do i need to recreate a new toon?

Only thing you can do is submit a ticket and bug report and hope for a positive response, more than likely though you won't be able to get the bag on that character unless customer service give it to you or reset the quest to flagged as uncompleted so you can do it again.

Not intended.

Try emptying a bag, collapsing it and re-opening it.

When you open the bag the other bag may be inside it. A similar issue occurred to me a long time ago and that was support's advice and it worked.

If that does not work then you will have to contact support.
