At what level can I start Dread Ring campaign?

Just turned 60 with my DC. The NPC's around lord neverember tell me about various campaigns but I don't remember how to actually start them. Can I? Do I have to wait until 70? I recall something around mod7 allowing me to go into various campaigns between 60 and 70 and getting leveled up. Is that correct?

    Blah, ok. I was hoping I could start earlier rather than do EE again.

    Devs, EE = boring as HAMSTER! Your older leveling zones were much better.

    As we suggested before, use old campaigns as a smooth progress from lvl 60-70 or 65-70.

    You will have sufficient boons to progress after lvl 70

    3 boons of shar/dr make huge difference.
    And make icewind dale as lvl 70 content.

    Less complaint, more fun.

    No, they just want you to do the 8*3*4+4 (16*3*4+4 before)'tasks' since we only have 3 end game campaigns XD.

    It was raised to 70 a time ago...
    stock and stone I can master, but there's a Wizard to manage here!

    You cant enter dread and sharandar at lvl 70 ? I thought you still could.. I known mine can, but I also know they grandfather toons in as well . So I dont know, you can still do dread ring and sharandar at below 70, depends on class, build, gear as to how easy it is.
