Boons not working properly (giving lvl 60 effect instead of lvl 70)

Hi all. I noticed that the boons enraged regrowth and shadowtouch are not giving what the tooltip says. For example, it is not healing for 20000. instead it is healing for 3000 only. Also, it is not giving 4000 defense. It is giving only 250 defense. Those effects are the same of the effects of the old lvl 60 boons on PC. So those boons are kinda of useless. I am not sure if others boons are working like that.

I've noticed Enraged Regrowth is healing for 20000 HP with four procs of 5000 HP. It just doesn't give the defense bonus. When checking side stats the buff says 4000 is added but damage resistance stays same. A 250ish or so def I think was added in the main Defense character stat, can't recall. The same problem as PC players complained about.
