As you see the graph in right corner, the framerate is highly unstable (random delays occurs), regardless of the in-game detail/framerate-control settings, and the Catalyst settings.
I tried:
Vsync On/Off
Frame rate limit 30/60/120
Frame rate control / auto control
All detail settings to lowest possible level (in game and Catalyst)
It did not help.
P.S. There is NO disk activity/CPU peaks during these lags, and I have 16 GB of RAM.

now i got new problem: it doesnt last
after 10-15mins in dungeon or tiamat something goes wrong and it goes back like it was at start no.1
nothing helps ... no changes in game or catalyst.... restarting game no effect acts like no.1
only reboot pc and it works as no.2 and after a while problem and we go again
happened 3 times.... need to test it more "poke around more"
since i am not expert at pc's .... some help would b nice.... and dont recommend doing same unless u know what u r doing "do it at your own risk"

Long version: I was fed up, spending the past week looking at heat (hwmonitor), in-game settings (even going to low settings), uninstalling and reinstalling video and audio drivers to no effect. After watching my cpu load and continuing to see the problems at their worst when it hit ~35%+ usage I finally went into my bios and turned off all the power related features for my CPU. After rebooting, the problems totally disappeared. I was getting good performance (for my pc) even in large groups and no audio distortion when effects hit more than a few mobs.
After that, I turned on each setting by itself to test them until I got to CPB Mode. After enabling that, the problems came back to the same degree as before. After turning it off, then turning on the rest of my power management settings, I loaded up Neverwinter and the hitching/audio problems stayed gone.
I don't know if Intel CPUs and MB's have a similar feature causing problems but turning off CPB Mode on my AMD FX 8350, BIOSTAR TA970 motherboard totally worked.
I hope that helps some people.

any help? how to enable neverwinter to use all pc resources, or what to do?
cpu and gpu temp always in range of normal "ofc normal it uses 35% of it"
*EDIT just reinstalled OS win7 64bit and neverwinter no change then before reinstal
GPU drivers newest
cpu overheating "was bit tricky coz monitoring system was saying 200C which is impossible"
so it downclocked it self from 3.3Ghz to 1.2Ghz to protect itself...
try-ed with different fan it was more stable...but still same "after longer period". new one comming soon xD
sometimes mine acted like yours so u should check temp also
since it wasnt old fan idk +/-6months and i got it with CPU "as a box", but wasnt enough.
damn this summer is to HOT xD
