PC - Low FPS

I've always had low FPS in town (around 30fps), but now even in stronghold I got around 10fps at all time, even if I'm alone in the zone which makes it just unplayable. Other zones like Skirmishes are pretty bad too so its getting on my nerves.

Here are my specs:
CPU: i5-4670K @ 3.4GHz (not overclocked)
Graphic Card: 3071MB NVIDIA GeForce GTX 780 (EVGA)
RAM: 16GB
OS: Windows 8.1

Trying to change the graphics doesn't do much and even using the "recommended" settings by NVIDIA GeForce Experience still runs like <font color="orange">HAMSTER</font>. I also have the latest driver installed and it's been like this for a long time.
I understand the game has a big bottleneck on the CPU, but I don't think my CPU is that bad.

    I've been testing some things and for some reason the game doesn't use all of my resources.
    Here is when I'm in the stronghold:

    In some other zones, my GPU usage will sometime get to 55% but never more and I'll still only have something like 30 fps. CPU doesn't seems to go higher than ~50% for some reason.

    I don't think there is one, I was using EVGA Precision X in that screenshot. I got the game installed on Steam, so I just use the Steam overlay FPS display.

    Used to be /showfps 1
    but that stopped working a few modules back.
    /fpsgraph 1
    still works but doesn't show it as a number.

    Of course /showfps works. You need just write additional command.
    >/hidedevui 0
    >/showfps 1
    I try to use again commands to get better performance but idk how many FPS i increase.
    @oloko
    After yesterday patch do you get better performance? Idk but i have placebo that i think i have more FPS.

    The recent patches don't seems to have helped my FPS at all, but I found out something really weird when I ran the "/hidedevui 0" command.

    I'm not exactly sure what that mean. I tried running the "/budgets" command, but its not a recognized command, so I'm a bit lost now.

    I'm having the same problem.

    It's weird... I notice if I turn on the advanced option to reduce use of cpu/gpu my framerate remains exactly the same.

    Thanks for the command help, getting the in-game fps info back helps.
    Does anyone know how to turn off the other lines that show up though?
